Travelling east you could avoid the mud by following Exmbud Three (on the cycle route NCR 2) as far as Castle Lane (SY 04308 82288) and then walk south on Castle Lane and continue south onto the footpath to the golf course to rejoin Exmbud Two or vice versa....

Not the most interesting views (the coastal path is better for that), but easy walking....

A much easier route is to use the other side of the river, a minor change and the natural route most people navigating themselves will no doubt end up taking anyway. Otherwise the route is good and very pleasant....

If you are looking for a circular walk from either, combining this route with Exmbud Two makes for a really varied and enjoyable 17km walk. It's an interesting and sometimes curious section part of the coast, including sandy beaches, 250 million year old rocks at Orcombe Point, an enormous static caravan park (with some caravan locations looking like they'll be in the sea sometime soonish), a military firing range (you can't walk through it), patches of lush woodland, stunning coastal views and the quaint delights of Budleigh Salterton....

A couple of steep and muddy ascents and descents by Peak Hill and High Peak but this was on 30 Dec after quite a lot of rain. Not an accessible route for those with any mobility challenges and generally requires a reasonable level of fitness...
